The Norwegian government takes the higher education system seriously and considers it to be of extreme importance to the Norwegian society. Therefore most Norwegian universities and university colleges are publicly funded. Not only locals, but also foreign students usually don’t pay tuition fees.
The upper rule applies to all degrees, including the levels of Masters and Ph.D. levels and undergraduate studies. Nevertheless, each semester will cost between 300 and 600 Norwegian Kroner. Exams aren’t free of charge, eigher. However, this fee allows students access to different welfare organizations, campus health services, sports facilities and cultural activities. The semester fee also provides a student card, which reduces public transport cost and even lowers ticket prices to some cultural events.

Unlike public universities, private institutions require full tuition fees for all kinds of courses and programs. However, in comparison to study fees in most countries, those in Norway are quite low even for foreign students. Some programs even include a free of charge preliminary year course in order to learn the language without having to worry about other subjects during study
